A Governance Agreement would redefine the respective authority, powers, roles and responsibilities of the state and participating counties (i.e. “the governance partners”).

As part of the Governance Agreement, the participating counties would be held accountable for achieving defined performance outcomes but, through the use of waivers, be granted greater local control and flexibility to determine the most cost-effective means of achieving those outcomes.

Performance Agreements will be designed as a part of a new governance agreement  and be linked also to the new service level agreement.  Action-Research will provide the technical expertise to design the frameworks of all of these agreements and will, in part, be facilitated by the MACSSA Center for Excellence in Local Government but may also include accompanying research by the State Auditor and others on best practices.

This three-pronged approach is a series of binding agreements with the Department of Human Services that clarify roles, responsibilities, and performance outcomes for the state and participating counties or voluntary multi-county entities. The New Governance Model requires a new relationship, charter or restructuring of the State-Supervised/County-Administered Human Services System.
