Service Delivery Authority: Phases of Development Guide

The Results Accountability Council is a
statutorily authorized group charged to recommend certifying the local
Service Delivery Authorities and establishing incentives for counties to
participate. This includes recommending waivers from statutory requirements
needed to more effectively deliver human services. Membership is defined in
statute to include: 2 county commissioners, 2 representatives appointed by
MACSSA, 2 House members, 2 Senate members, the commissioner of human
services and three staff members, 1 (ex-officio) AFSME member, 1
(ex-officio) Teamsters member. Appointments are to be made by November.
