Counties testify on targeted case management cuts

 

Counties, AMC, the Department of Human Services (DHS), and community providers testified Thursday, January 31, at a hearing held by the House Health and Human Services Policy Committee, chaired by Representative Paul Thissen, about how changes to federal Medicaid rules will affect county services for children and other vulnerable individuals.

The state is faced with the impending loss of over $60 million in federal money to coordinate care for children at risk of abuse or neglect.  In addition, the interim final rules from the Center for Medicare and Medicaid Services (CMS) may also disallow services to elderly and disabled, according to DHS.  The 2007 state legislature appropriated $32.7 in one-time funding to offset these reductions.  This funding was released to counties last week, but these dollars will fall substantially short of the amount needed to offset the federal reductions.

Senator Norm Coleman (joined by Sen. Amy Klobuchar and others) introduced federal legislation to delay the implementation of these rules.  Without changes to the rule or law, the final rules will take effect on March 3, 2008.  Information on this legislation is available on the HOT TOPICS section of the AMC website.
