AMC’s Executive
Committee consists of five officers, elected at the annual meeting of
AMC’s Annual Conference held in December each year. Any delegate
shall be eligible to serve as an officer of the Association.

Declaring and Campaigning
Overview |
|
Candidates would:
Candidates also have a
responsibility to participate fairly in the AMC election process. To
achieve that end, the Association could require candidates to meet certain
criteria and follow certain rules.
-
Submit a “Declaration
of Interest” by November 15 to the Nomination Screening Committee.
-
Be provided with two
sets of mailing labels to send information to county officials.
-
Be allowed to send two
e-mails regarding their candidacy through AMC’s system to county
officials.
-
Be allowed to record up
to a five minute video message which would be played at each district
meeting.
-
Be given time at spring
or fall district meetings to discuss their candidacy.
-
Be allowed to post
campaign signs at the Legislative Conference, Leadership Conference,
District Meetings, Policy Committee Meetings, Annual Conference, etc.
-
Be allowed to present
up to a five minute speech at the opening session of the Annual
Conference.
AMC will:

Provide each candidate
with two sets of address labels of county officials and allow each
candidate to do two e-mails through the AMC system.
-
Allow each candidate to
record up to a five minute video message which would be played at each
fall district meeting. Candidates could still go to each district
meeting but this would be an alternative.

Feature candidate
profiles on the web and in an edition of Minnesota Counties.
-
Allow each candidate to
speak for up to five minutes during the opening session of the annual
conference.

Nominating and Voting
Process Overview |

Any delegate shall be
eligible to serve as an officer of the Association.
-
Each office within the
Association shall be open for nomination and election at the annual
meeting.
-
Prior to each annual
meeting the President shall appoint a candidate nomination screening
committee composed of three (3) delegates. The members of the committee
shall be the Immediate Past President of the Association who shall serve
as chair of the committee and two additional Past Presidents. In the
event that there are not two additional past presidents who are
available to serve, the President shall appoint delegates that have
exhibited a knowledge of the Association and its goals; provided
leadership within the Association; and have represented AMC within the
diverse segments and areas of the Association.

The candidate
nomination screening committee shall hold an organizational meeting at
least five months prior to the annual meeting or at such time(s)
designated by the President to conduct the nomination process. The
nomination screening committee shall hear presentations from candidates
for office prior to the AMC Annual Conference. The committee shall
screen the prospective candidates for knowledge of the Association’s
goals and objectives, involvement within the Association, and
demonstrated leadership. The committee shall then consider the
qualifications and report all qualified candidates for each office. The
chairperson shall present the committee’s report to the annual meeting
prior to the nomination and election of officers.

The candidate
nomination screening committee’s report of candidates shall serve as a
nomination for each office.

The President shall ask
for nominations from the floor for each office and an election shall be
held using the Election Rules as proposed by the AMC Rules Committee and
adopted by the General Assembly.
Nomination Screening
Committee Process
This committee interviews
candidates and presents their names for nomination. Until this point in
time, the Nomination Screening Committee has recommended all candidates it
has screened.
The Nominating Committee
(chaired by the immediate Past President and two other Past Presidents)
would:

Meet in August and
approve an application for prospective candidates to complete.

Have notice of AMC
elections posted in the AMC Web Site, sent out in a Daily and sent by
mail to each county board.

Be an AMC elections
sounding board and answer inquiries about being an AMC officer, about
the election process and potentially to solicit prospective candidates.
-
Ask Potential
candidates to submit the “Declaration of Interest” form and a letter of
interest by November 15 of the Election Year. (This would allow
Commissioners whose elections are in Nov. of even years to declare after
that election. Also, AMC election bylaws would not be changed regarding
nominations from the floor or for others to declare an interest after
the November 15 date.)

Interview candidates
prior to the Annual Conference and announce/nominate those individuals
at the opening session.

Election Process Overview |
|
Officers of the
Association of Minnesota Counties shall be elected using the following
rules:
-
The nomination
screening committee report serves as a nomination for each candidate and
for each office.
-
Nominations from the
floor shall be accepted. Those nominees shall be allowed the same rules
of procedure as screened candidates.
-
Each candidate will be
allowed up to 10 minutes for his/her presentation. The time may be
divided as the candidate sees fit into seconding speeches and candidate
speeches. In the interest of keeping to the schedule, this time will run
continuously and will be timed by the parliamentarian.

Candidates for
contested races will appear before the general assembly in the order
determined by casting lots.
-
Ballots will be
distributed after all candidates have addressed the assembly.
-
A candidate who
receives 50% plus one of eligible delegates present shall be declared
the winner.
Candidate Drop Rule
-
To be elected to any
office of the Association of Minnesota Counties, a candidate must
receive in excess of 50 percent of the votes cast.
-
If no candidate
receives in excess of 50 percent of the votes cast, on either the first
or second ballot, the candidate receiving the lowest number of votes
shall be dropped.
-
On successive ballots,
the candidates receiving the lowest vote total shall be dropped until a
candidate receives 50 percent of the votes.
